     IN ADDITION TO THE RELATION TO THE CONCEPTION OF WORK, THE NOTION OF LIMITED PROFITABILITY MAKES IT POSSIBLE TO COVER THE WHOLE SPECTRUM OF SOCIAL ECONOMY ENTERPRISES, NO MATTER WHAT THE FORM AND ACTIVITY IS. IT ENSHRINES THE FOUNDING IDEA THAT THE SURPLUSES GENERATED BY A HEALTHY ECONOMIC ACTIVITY CAN BE CONCEIVED AS A MEANS, AND NOT AN END IN ITSELF. SOCIAL ECONOMY ENTERPRISES HAVE THIS IN COMMON : IF THEIR ACTIVITY ALLOWS SURPLUSES TO BE GENERATED, THIS POSITIVE RESULT WILL NOT BE CONSIDERED AS AN END, BUT AS A MEANS TO THE ACTIVITY. THIS IS THE MEANING OF LIMITED PROFITABILITY.

   THE GENERAL INTEREST SEEMS, FOR US, TO BE BEST SERVED BY COLLECTIVELY OWNED ENTERPRISES. NOT ONLY BECAUSE OF THEIR SOCIAL AIMS, BUT ALSO THROUGH THEIR VALUES. ALSO, GIVEN THEIR MODE OF ORGANISATION, THROUGH THEIR STATUTES, AND IN THE PATRIMONIAL GUARANTEE OF THEIR PROPERTY : SSES DO NOT BELONG TO PRIVATE OWNERS WHO CAN DISPOSE OF THEM AS THEY WISH, BUT TO A COLLECTIVE OF PEOPLE. HOWEVER, THE RATCHET EFFECT ON TRADITIONAL ENTERPRISES WILL ONLY OCCUR IF THEIR MODEL CONCERNING THE OUTSOURCEABLE RESERVES OR GOVERNANCE IS TRANSFORMED.


     THE CHALLENGE HERE IS TO SUCCEED IN INTRODUCING THE CONCEPT OF LIMITED PROFIT INTO OUR LEGISLATION, BUT ALSO TO INCREASE THE COMMITMENT OF TRADITIONAL COMPANIES TO BEHAVE IN A SOCIALLY AND ENVIRONMENTALLY RESPONSIBLE MANNER.

                      PRIVATE OR PUBLIC FINANCING

     WHAT MODELS OF FINANCING TODAY? WHAT MODELS OF COOPERATION WITH PUBLIC AUTHORITIES? WHAT RESERVATIONS AND RISKS ABOUT LINKS WITH PRIVATE CAPITAL?


     THE QUESTION OF FINANCING THE SOCIAL ECONOMY IS HIGHLY POLITICAL, BECAUSE IT PUTS TWO POSSIBLE SOURCES OF FUNDING IN COMPETITION: PUBLIC SECTOR VERSUS PRIVATE SECTOR. IS PRIVATE FINANCING THE ROYAL ROAD TO A TRIUMPHANT NEO-LIBERALISM AND A RETREAT FROM PUBLIC ACTION? A "PRAGMATIC" VISION TENDS TO DEFEND THAT, SEEING SOCIETY AS IT IS, TOOLS SUCH AS SOCIAL IMPACT BONDS (SIB) AND DEVELOPMENT IMPACT BONDS (DIB) CAN SOMETIMES SUPPORT MORE INNOVATIVE ACTIONS. ITS DEFENSORS ARE PRESENTING THEM AS A MORE FLEXIBLE AND EFFICIENT SOLUTION. THOUGH OPENING UP NEW PERSPECTIVES FOR A SOCIAL ECONOMY THAT IS SEEKING FINANCIAL SUPPORT, IT MIGHT ALSO MEAN INTRODUCING FINANCIAL MANAGEMENT TOOLS, MEASUREMENT OF SOCIAL RESULTS, RULES OF GOOD GOVERNANCE, ETC.

 

      THE UNDERLYING STATEMENT IS THAT TOOLS DEVELOPED BY LARGE GROUPS, SUPPORTED BY PRIVATE CONSULTANTS, ARE NECESSARILY USEFUL AND EFFECTIVE AND THAT ANY ORGANISATION SHOULD DRAW INSPIRATION FROM THEM. HOWEVER, CONTRARY TO THE WAY THEY ARE SOMETIMES DESCRIBED, THESE CHOICES OF ORGANIZATION AND MANAGEMENT ARE NEVER NEUTRAL.


     ANOTHER VISION EXISTS : FOSTERING STATE’S IMPLICATION. IT SHOULD REDISTRIBUTE MORE EQUITABLY, FINANCIALLY MEET SOCIAL, INNOVATIVE, RISKY PROJECTS, REDUCE SOCIAL INEQUALITIES... IDEALLY, PRIVATE FUNDS ARE NOT NECESSARY AS LONG AS STATE MEETS THE NEEDS. THE REALITY IS MORE NUANCED.


     IN REALITY, ARE PUBLIC FUNDING AND THE RACE FOR SUBSIDIES EFFICIENT AND TRANSPARENT TODAY? THEY ARE CRITICIZED: BUREAUCRATIZATION, RACING FOR PROJECTS CALLS, WHICH CAN PREVENT LONG-TERM PLANNING AND THINKING, COMPETITIVE BIDDING, LACK OF TRANSPARENCY IN THE ALLOCATION OF SUBSIDIES, COLLUSION, LACK OF STRUCTURAL FUNDING, CONSIDERABLE TIME SPENT ON JUSTIFICATION...WE SHOULD DARE CRITICIZE THESE DYSFUNCTIONAL PARTS, WITHOUT QUESTIONING THEIR INTRINSIC VALIDITY.


     SSE ORGANISATIONS ARE THE CLOSEST TO COMMUNITIES AND SOLUTIONS, AND THEY ARE THE INSTRUMENT OR INDISPENSABLE TOOL TO ACHIEVE IMPROVEMENTS IN EQUITY AND SOCIAL JUSTICE IN COUNTRIES. TO DO SO, THEY MUST IDENTIFY DIFFERENT FINANCING MODELS THAT WILL ALLOW THEM TO BE STRENGTHENED AND ENERGIZED.

SESSION 3 : NEW FORMS OF WORK - DIGITALISATION - SSE VERSUS "COLLABORATIVE" ECONOMY?

     OUR ECONOMIES HAVE SEEN A SIGNIFICANT DEVELOPMENT OF A RANGE OF PRACTICES. THOSE PRACTICES, ON THE ONE HAND, CHALLENGE THE TRADITIONAL NORM OF PERMANENT FULL-TIME EMPLOYMENT WITH CLEARLY DEFINED WORKING HOURS, AGREED RIGHTS AND BENEFITS, AND FULL INCLUSION IN NATIONAL SOCIAL PROTECTION SYSTEMS. ON THE OTHER HAND,WE CAN SEE THE EMERGENCE OF NEW EMPLOYMENT RELATIONSHIPS INCLUDING "ZERO HOUR", "ON-CALL", "HOURLY", "MINI-JOBS", "MULTI-TASKING" CONTRACTS.


     THESE DEVELOPMENTS, DRIVEN BY ONLINE PLATFORMS, ARE EXPANDING RAPIDLY IN SOME CASES, AND THEIR DEVELOPMENT IS ON A SCALE THAT COULD LEAD TO MONOPOLIES THAT COULD DISTORT THE MARKET AND CREATE UNEQUAL CONDITIONS OF COMPETITION. THE SO-CALLED "COLLABORATIVE ECONOMY" AND OTHER NEW EMPLOYMENT MODELS OFTEN DISGUISE PRIVATEERING PRACTICES: AVOIDING PAYING DECENT WAGES, MEETING TAX AND SOCIAL SECURITY OBLIGATIONS, AND RESPECTING OTHER WORKERS' RIGHTS AND EMPLOYMENT CONDITIONS BY SHIFTING COSTS TO USERS AND WORKERS.


     HOW CAN SSE ENTERPRISES CAPTURE TECHNOLOGIES AND PUT THEM AT THE SERVICE OF SOCIAL INNOVATION, WORKERS' RIGHTS AND PROTECTION? ARE OUR ENTERPRISES ABLE TO MANAGE DIGITAL DEVELOPMENTS MORE EFFECTIVELY, TO HIGHLIGHT NEEDS FOR RECONCILIATION OF WORK AND FAMILY LIFE, AND TO REDUCE INEQUALITIES IN EMPLOYMENT AND SOCIAL SECURITY?

     WITHOUT A DECISIVE TURNAROUND IMPOSED ON THE CONTEMPORARY ECONOMIC SCOURGES, THERE WILL BE NO END TO THE WORSENING INEQUALITIES, DEPLETION OF RESOURCES AND ENVIRONMENTAL DEGRADATION. THE UNITED NATIONS AGENDA 2030, AND THE ACCOMPANYING SDGS STRATEGY, OFFERS THE OPPORTUNITY FOR SSE TO DEMONSTRATE THE RANGE OF ITS INVENTIVENESS, PERMANENCE AND RESILIENCE IN ALL AREAS OF DAILY LIFE: COOPERATIVES, CULTURE, SOCIAL PROTECTION, HEALTH, ETC.

 

     THE ACHIEVEMENTS OF SSE AS A MEANS OF ACHIEVING SDGS, TRANSFORMING THE ECONOMY AND BUILDING THE SOCIAL FUTURE REPRESENT AN OPEN FIELD, BASED ON RECENT RECOMMENDATIONS, DECLARATIONS, PARTNERSHIPS, AND COMMITMENTS AT THE HIGHEST LEVELS - GOVERNMENTS, INTERNATIONAL BODIES, AND MULTINATIONALS. WHY PROMOTE SSE? THE MOMENTUM IS UNANIMOUS: BECAUSE SSE ENTERPRISES OFFER THE MEANS FOR A MORE HARMONIOUS, MORE TEMPERATE DEVELOPMENT, BOTH ECONOMICALLY AND SOCIALLY AND ECOLOGICALLY. RECIPROCALLY, THE DRIVE GIVEN BY SDGS IN SEARCH OF MEANS OF ACCOMPLISHMENT PROVIDE A FAVOURABLE FRAMEWORK FOR ITS INFLUENCE, IN REGARD OF ACHIEVING THE 2030 AGENDA.

 

     THIS SYMBIOSIS WILL PLAY A CRUCIAL ROLE IN CREATING THE CONDITIONS FOR A MORE RESPECTFUL GLOBALIZATION, TO ACCOMPANY THE ENTHUSIASMS, DEMANDS AND AMBITIONS OF YOUTH, WOMEN, WORKERS ORGANIZING SOLIDARITY, EVERYWHERE, TO CHANGE LIVES.


     THE STAKES ARE HIGH: SHOWING THAT POLITICAL, ECONOMIC, SOCIAL AND ENVIRONMENTAL OBJECTIVES CAN ONLY BE ACHIEVED IF THE WHOLE OF SOCIETY AND ITS ACTORS ARE COMMITTED, BECAUSE SDGS ARE CROSS-SECTORAL, INTERTWINING AND INTERWEAVING ALL THESE DIMENSIONS TOGETHER. SSE ENABLES CITIZENS AND BUSINESSES TO TAKE OWNERSHIP OF THESE OBJECTIVES AND INSPIRES THE NECESSARY BEHAVIOURAL CHANGES.
